cant issue a refund to buyer because i cant add cash at a store because of account limitation

how the hell can I issue a refund when I cant add money to my account at a store bc of PayPal issuing a limitation on my account because of lack of payment...yes ik it doesn't make sense but thats the issue im having please help I need to add cash
