cannot get refunds through paypal for fake orders

there are many scam websites out there right now, and it is hard to figure out what is a legit order. I have been scammed twice through ebay and paypal won't do anything about it. I opened a dispute but they say it's was not an unauthorized transaction. I have tried to contact the sellers but they do not respond. The order links are invalid and the tracking numbers are fake. There are no carriers listed, but since it says its been shipped paypal thinks I have received. There used to be a link to say I have not received the items, but since they listed it as shipped the link no longer exists. This sucks and I do not see any reason to use paypal anymore. Since they won't do anything about it, I'll be cancelling my account. My credit card has buyer protection that actually works, so I'll just be placing orders using my credit card from now on. palpay sucks if you get scammed!

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say you made a mistake then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?

I already contacted my credit card. PayPal doesn't give the option to open a dispute for anything other than some generic categories, so I picked that one. I should have picked the "not received the items" but did not know that. Now I cannot open another dispute for this item. They really are of no use to use them if they don't give buyer protections. I'll just use my credit card from now on, at least they give good customer service.

they just closed my dispute because the seller provided a fake tracking number.

I think this fraudulent seller is working for paypal because he has learned all the tricks to faking out paypals systems.

If he inputs a tracking number, even if it is not valid and the origin site says U.S it allows them to take payment because the tracking information is supposed to ensure the package is being delivered. In the past, the tracking numbers were not valid, then the tracking numbers were listed to a different address, NOW, this seller is providing the actual address that says the package was delivered. My security camera records all activity at my door, even to the street. There is NO activity on the date/time listed. Also I have been home the entire time, so this is so FAKE! It says person signed was listed as Otero. Fake name. Then paypal says to check with your neighbors to see if they signed for it. I've known my neighbors - all of them - for 20 years now and NO Otero around. Again, FAKE information allows paypal to say they deny the claims.

 

They are allowing this fraudster to scam people left and right and are doing nothing to shut them down. Paypal should be held responsible for allowing this when so many people are putting in complaints for the same seller.
