can't get refund?

Carried out a transaction via PayPal for some goods that will be delivered within 3 to 10 business days. Have been email supplier with no response. Tried to raise a case in resolution centre today (27/03/2020) and it just says cannot start a case against this transaction???

Hi Abzstar, I hope you are doing well! All payments made for goods and services is indeed covered by PayPal Purchase Protection. A refund can only be initiated by the merchant, PayPal can cover that Transaction under our Purchase Protection by filing a dispute.
