can not respod to a dispute due to PayPal site

I disputed a charge, returned the item as directed, however I COULD NOT upload any information regardless of how many times I tried. I called and got disconnect on April 10 3 times, then my dispute was denied. I dont think this is right the seller got the item back, email to prove but your system will not allow me to send the information to you. I contact the best way I could tried chat, emails and phone. nothing worked. I still want the $39.98 refunded because the seller got the item as instructed. I tried to chat, I sent emails,  phone calls, tried to upload the proof. Nothing worked.  Now it stands that the seller has his item back and I a out the $39.98.  what do I do????
