can I get a refund?

I sent some money via PayPal to a gentleman for delivery of a free item I think I've been scammed it's less than £10 but it's still hurts can I get a refund on this from PayPal

Only if you sent payment as goods and services. Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute. If the only option to dispute is Unauthorized payment then you sent payment as friends and family and there is no refund/buyer protection for such payments as they are considered gift payments.
