Where is seller protection ?

if the buyer is not clearing the goods from customs, Then where is seller's fault.

Courier counterpart is returning the goods back to origin, who will be responsible for the same.

And after returning the goods , Buyer ask for refund , Then paypal refund the amount to the buyer.

Then where is seller protection policy works.
