buyer disputes item not received .. item was on its way to him. he then declines at the door for whatever reason? item is now on my way back where do I stand as a seller..this was through PayPal not ebay.

As you will get the item returned then issue the buyer a refund and then re-list it?

Now that I proved it was sent.. He now changed his dispute to to item not described? How is that a valid reason when he never actually saw the product I sent?

Well you can change a paypal dispute from non receipt to not as described.
However whether he would win that dispute would be dependent on paypal customer services.
Advice is voluntary.
