Does Paypal cover my losses if goods are damaged during delivery? How exactly can they do that, if some of the goods are okay and some are broken? How is the loss calculated?

Are you the seller or the buyer?
If you are the buyer then open a dispute for item received but not as described ie broken and escalate to a claim, you may have to return what you received back to the seller trackable before the seller has to refund so make sure you have activated the return shipping on us link if that is available in your country.
If you are the seller then you refund the buyer and claim from any insurance you took out with the postal delivery agent you used it you took out said insurance.
Advice is voluntary.
