i just got a $15 payment and then now paypal limits my account. the reason when i look into it is because "my bank detected an unauthorized transaction" or whatever **bleep** along those lines. I don't even have a bank account linked to my paypal account this is just a pure scam. Also my resolution center doesnt have any cases (open or closed) and i didnt receive any emails regarding my account limits (i checked spam and promotions).
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
