bait and switch

I sent off for a cat tree for our cat. after about 2 weeks the store was closed. I usually always check reviews but this time i didn't. when I looked I found out it was a scam. I started a complaint with them. I received a message from the company that they were sending it. I upgraded it to a claim and they said not to contact the company. in the mean time I received  bag with a big cut out of a cat, it wouldn't hold your cat or even be able to use it because there is a big hole in the front shaped like a cat.  I messaged paypal and they said they had to wait until the company responded. I received an email from paypal that the case was closed because a package was sent. is there anything i can do?

The claim can be appealed and the dispute reason changed for the claim. To appeal the claim, please review this link - https://www.paypal.com/smarthelp/article/can-i-appeal-paypal%E2%80%99s-decision-on-my-claim-faq2050?...

 

Once you have appealed the claim and the case has been re-opened, please follow the steps in this link to change the dispute reason to item not as described - https://www.paypal.com/smarthelp/article/can-i-change-my-dispute-or-claim-reason-faq1735.
