appealing a claim decision

Hello,

 

In March I bought 2 pairs of trainers from an online ebay retailer. They were delivered to an Argos store for collection in the UK. The store closed 3 days later due to Covid before I could collect. When the store opened again months later I was told the trainers had been returned to the seller. I contacted the seller and they said they hadn't received them, but things were taking longer than usual due to the pandemic. 2 months passed and they never turned up with the seller. Ebay told me to contact Paypal. I raised a claim with Paypal but they have found in the sellers favour. How can this be? I've paid for 2 pairs of trainer and I've never physically had them in my hands but I can't get my money back. Not sure what to do next....... Any ideas
