add info to open case under review

I have 2 open cases under review by PayPal (for many weeks now), in both cases the customers have received their orders in the meantime (weeks ago as well). In one case the "estimated case resolution" has been postponed twice already without explanation. In the other case NO "estimated case resolution" is displayed at all (being under review for over 2 months now).

 

Questions: How can I 

A) add information (new evidence) to help solving these cases?

B) speed up the reviewing process?
