account limitation

i've been informed that paypal have set a limit on my account and i've been trying to resolve it for a month now. I don't know what is wrong as i have supplied all the necessary documentation that they have asked for. the final thing they ask me to do is link my card to the account and i have done this 7 times and yet they say they require more information. how much longer will i be able to use the account for? i live in spain but i'm irish and i don't know what to do. i recently changed the address on the paypal account to match the spanish address on my iberdrola electricity bill but there must be some confusion as to why its not been accepted. this is frustrating and time consuming. can you give me any advice?
