account limitation

I was told my account was limited.  It took a long time to figure out that Paypal thinks I am a business, so then they needed to limit my account until I resolved and provided some items they needed.  I could give my photo ID but they wanted my business number or something.  I am not a business yet I can't get in touch with a real person to let them know this.  I have written through the messaging contact.  This is a horrible site.  No one comes back in any hurry.  I get a message back in my email saying I have a response.  When I go to the response, I can't figure out how to respond back.  It's like I have to start over every time.  So frustrating, and it wasn't my fault in the first place.

Click help / contact bottom left of Paypal pages for options available for your country.
