If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days.... the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

May be too late now but contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

Kudos / Solution appreciated.

What if you feel the reason they are giving for closing your account is vague. I for one I just received money but then they closed my account, I cant locate my money because it reads zero. The account is just month old. Can someone open another account?

What they do is embarrassing, close account that respect all laws in their country (ITALY in my case) pay all taxes and never had issue like chargeback or similar , neither fraud attempts or similar. After they closed my account sent me an email where they explained that also my banking account ,cards and other data of my company and person would be kept by them....(are they police or what?) Anyway in Italy you must respect the law you are acting in and they even don't have "pec email"(an obligatory email to sell or offer services in Italy) . So in the email they sent me was written that I could be a potential financial risk for them ,so my bank account and debit/credit card associated to it cold not be used for other account. At this point since PayPal is one of the most used services I decided to open another PayPal business account. They ask me to send invoices that could prove my business and also the certificate of building of my company (I assume that they understand by matching information in database) , anyway they accepted my new account ,I always sent tracking number for orders , never received chargeback and .....they close my account after few weeks. This is absurd and legally incorrect. I would just like to have the chance to ask why! I'm good entrepreneur , I'm good man acting well but in this world this doesn't matter. If you are Amazon, PayPal,or giants like this everything is allowed to you, but if you just are good person you will always be penalised, although you fight with all your powers trying to get space .... we'll always struggle.
