They do not accept student ID but you can write a letter that you are a minor and cannot provide ID, pdf it and upload to the case. Unfortunately, users have to be 18 and over to operate a PayPal account so they will permanently limit your account and any funds you have in the account will be on hold for 180 days before you can withdrawal. When you are 18, you can contact PayPal to set up another account.
