access limiterd, but can't fix the issue, something went wrong on paypal's end

So i made all the steps, to gain access back to my account, only everytime i agree on the terms, The site says try again, something went wrong on our end. So i waited a couple of hours and tried again, but still can proceed to resolve the limited access because of the same message.
i even retransfered the money i took of paypal, to make sure that would'nt be a problem, but my account balance still says the same. What can i do ?

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.
