a fradulent seller has closed (case id PP-D-107747893 )

I ordered a laptop and paid the full amount from  my credit card, but the item was not delivered. then I opened a case with paypal. after 3 months time, the seller has closed the case, indicating the money was refunded. but seems the seller is cheating on this and money has not been credited to my card yet. what actions can a customer take on these situations.
