This item was sent back to the seller but was still charged on my PayPal account not happy with paypal

Hi nick, done that and was told by PayPal’s csr to ring my bank and cancel it from there, done that now PayPal are moaning that they haven’t been paid, even gave them the post office ref number RNO 43661876GB, postcode <removed>,  it was returned on 10/01/2020 recorded delivery to the seller, (bearing in mind the distance selling rules) a few days after receiving it. Very poor quality item, I have always paid my PayPal account without question for years, but will not pay for inferior products.
