My account is permanently limited, the famous 180 days have passed and I got an email from Paypal saying that my funds can now be withdraw. but cant add card to money withdraw. get error ( your card has been declined )

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.

im try to contact via phone , but recording said my one time pass code not working
