My account has been set to limited, I don't understand why it happened. I have submitted all the required documents long back but still the status is the same.

Surprisingly PayPal accepted my Debit Card with some charges but not the proof of address.

This is very bad, I'm a new client for PayPal.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
