Your account access is temporarily limited Resolve a negative balance

My account has no negative balance but inside account access is temporarily limited there is a Resolve a negative balance 

how do i solve this problem plz help

and when i add the ammount it's give me error like this 

You cannot enter an amount that is greater than your current negative balance. Please edit the amount and try submitting this request again.
