Doesn't matter how many times I add required information to resolve it is still locked. How can I get out of this loop?

If you have submitted information and the account remains locked this indicates that additional information is needed. When this happens PayPal will send an email advising exactly what is needed. If you haven't received an email please contact Customer Support by clicking on 'Contact' at the bottom of the PayPal page. You can also reach Customer Support through Facebook and Twitter.
