You can't use Paypal anymore!

Witout any prior notice i received a message that my account is limited and after minutes a new one saying that i cannot use paypal anymore.

I have been using paypal for 4 years without problems and in everyday basis for my business to send an receive money.In these 4 years as a merchant i had only 20 disputes and did no suspicious actions.

Since calling them is not available in my country any ideas to resolve?

Also can i start a new paypal with new details?

If its a permanent ban then the ban is on you and not just the account, any future accounts you try to open would also be limited so personally i wouldn't try.
