I don’t understand what you mean. If you are a new seller, they hold funds for 21 days to insure the items you are selling are reaching customer and are what they say. I have never heard of a half of year hold, so you have more details?
You have to wait 180 days and then they allow you to withdraw the funds.
This is because buyers have up to 180 days to open disputes for items that have not arrived OR not as described so Paypal keeps your funds that long so that they can refund buyers from those funds if they need to.
