I was creating a PayPal account and while creating it, it kept on disconnecting and reconnecting due to poor coverage. By that time, I had a received a mail from PayPal indicating you can no longer do business with PayPal Ref ID - PP-L-262774316947
What can be the issue?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
