One of these?
Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If you lose because seller provides a fake tracking number (likely) then post back for more advice.
If the item arrives and its tat the make sure you CHANGE the dispute quickly before it closes to 'not as described'.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

Also make sure you have activated the below link in case you have to return it.

No, good luck. Unfortunately no matter what you do through PayPal they will do nothing. It’s a Chinese company. I had all the paperwork to back me, they still said I received my items. Even though I had proof of where items were sent ... different from my PayPal address. Kiss your money goodbye and lesson learnt. I will be extra weary from now on. I lost $150

Rubbish, just because you didn't get your money back that is no reason to prevent others trying to with the information above.

The post I viewed just before yours was saying how he had just got a refund and loads of others have as well you just have to work the system properly.

I bought this hair from a company and send them pictures of what the color is and yet they send the wrong hair. Now that I've send back the hair from the 10/28/2020 me my self have been tracking the info and it has been in custom clearance since the 7th of November only to see that PayPal is saying I have not done it where do I go from here and why does PayPal always listen to the seller and not the customer

Sorry wasn’t my intention to be unsupportive. I have been on the phone to PayPal and even have proof it was sent to the incorrect address. I have jumped through all the hoops. It does work with some people who have got their money back, PayPal just refused to see the proof of mine. After two months I am going to put a dispute through my bank. The proof I have is undeniable. But don’t give up, try all avenues. The other poster has some good options for you to try. Good luck

Your dead keen to prevent others getting refunds aren't you, you didn't get your refund so you are all out to stop others getting theres (and thousands have).

This is a user to user advice forum so your advice is to negate paypals buyer protection (when hundreds may qualify) and go to the bank where many have posted that the banks have turned them down as most banks don't cover you only credit cards.

I prefer to post advice on getting folks there refund FIRST via paypal and then IF and only if they don't go to their credit card company (if they funded their payment that way).

If you have done everything asked of you by paypal then contact customer services and state you have done as asked and now want your refund.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
