Wrongful ruling on a dispute, when there's no evidence

Hi,
I ordered a laptop from eBay and on the day the sellers account was deleted due to fraudulent activities.
So I opened a dispute with PayPal as I wasn't going to receive my product.
This long winded process ended up ruling in the sellers favour as he provided a tracking order which said it was delivered.
THIS TRACKING ORDER WAS FOR AN ADDRESS IN KNOXVILLE, USA. I live in Ireland.
How can I fix this because it was a lot of money!!!!
