My son ordered a pair of shoes and received the wrong size.. I emailed the seller but have not heard anything...

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file a Significantly Not As Described (SNAD) dispute to start a dialogue with seller.
