Wrong item sent from business - no replies from several emails - next action?

Hi,
I bought a part from a remote control car, but they sent completely the wrong item.  
I emailed them to say what had happened and they asked me to fill in a returns form on their site and they will process it.

I filled in the form but heard nothing.  After a week or so, I emailed them again with no reply.  About a week later I emailed again, no reply.

How best do I go about it through PayPal?
