Wrong item received tried to get refund

Back in May I purchased a wooden train. Upon receipt of package it wasn’t the rain but a boat. I tried to contact vendor and they said I could send it back to China at my expense to receive refund! Opened a dispute. Tonight I got a final response from PayPal. The vendor said I received shipment so no credit will be issued!! Really!!! They never contacted me to tell em the train was not available. This was a bday present for my father! Now it’s taken 4 months to have them be told I received something doesn’t matter if it was what I ordered or not!!!
