Wrong item delivered opened dispute

How is it right that I opened a dispute as wrong item delivered by a Chinese company, they want me to pay shipping fees to return for a refund. PayPal took the side of the Chinese company. During the case I asked several time for PayPal to contact me by phoning them, told that the right team were busy and would phone back. No call to this day! Opinion’s please?
