Basically I had put a deposit down for a puppy. Woman turned out to be a scammer that was not going to give me a puppy or a refund. Orginal item not received case was found in her favor because she had stated to PayPal that puppies were just born and that’s why I had not received it. I appealed this decision with PayPal and sent proof through text messages that she was not going to give me a puppy or a refund. PayPal ruled in my favor and is sending me a refund. My question is can she appeal my refund? How long could this possibly go back and forth for?
