Hi, I’ve created my account in Jamaica but I’ve been living in the USA for a lot of years now I’ve updated my account to my US phone number and address years ago. PayPal permanently limited my account for what reason I don’t know. I’ve had my account for over 13 years with no problems. They held my funds for 6 months and now it’s available for withdrawal. It won’t allow me to add a bank account it keeps saying account is disabled and my bank account is ok I use it everyday I even tried multiple bank accounts. I requested a paper check and it has been saying pending for more than a week now. The shipping address is correct except at the end of the Address they have Jamaica instead of USA.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
