My account got limited last year (2020) . 180 days hasn't passed yet but I have recently received an email from paypal saying that funds are available to be withdrawn and that I can transfer directly to my bank account. When I try to add a bank it doesn't let me. It says: "There’s a problem with your account. Please go to the resolution center so we can help you resolve this quickly." I go to resolution center and as per my limitation details it still says I cannot add/remove a bank. I can't even find a way to contact paypal to help me with this issue !!
I think you can only withdraw via any linked bank account or card you have on your limited account, you can't add a funding source to a permanently limited account.
Your best bet is to contact customer services and see if they can send you a cheque in the post with the balance OR add a card for you?
