Why won't paypal respond to me?

I purchase a mobile phone via ebay. The phone has 1 year warranty.

After 1 month the display has just stopped working. The phone has not been dropped or smashed in anyway.

I contacted the seller and they refused to help. They blamed me and said I have dropped the phone but they have no evidence of this at all.

Ebay can not help as it has been to long.

I cannot speak to anyone at paypal by phone. I have emailed paypal over 2 weeks ago but go no response. And there is no way to open a dispute via my paypal account.

What do I do? And what is the point of using paypal if you cannot get help when something goes wrong?

I'm really angry and frustrated with paypal for not providing the service they promise
