Why so difficult to get in touch with paypal

I find it so hard so hard to get help with a case - it say send an email but then populates answers to questions not relevant / I have been told to return a cracked bottle of leaking shower gel which I can’t and had to dispose - but how to I tell this to PayPal ????

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
Freephone from a UK landline or UK mobile number.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

I opened a case as I did not received the merchandise.  I never received a tracking number from the seller even though the initial confirmation of order said I would. I then on two different occasions requested the tracking number from the seller, with the email provided by the seller, and never got a response. So I opened a resolution with PayPal. The resolution form does not provide any space to offer documentation.  But apparently when they contacted the seller the seller provided a tracking number saying the merchandise had been delivered. I was never provided that tracking number. Pay Pal closed the case without giving me any opportunity to respond or provide documentation.  PayPal clearly does not protect consumers. I will have to stop using PayPal.
