Why does pay pal protect fraudulent sellers?

Sent money! “Seller” admits he has not sent and refuses to send item. PayPal? Crickets.......

Click on the transaction, click report a problem. Click “I didn’t receive an item I purchased”.

Yeah. I’ve tried. I’ve got the seller talking smack to me thru pay pal and sending requests for more money and pay pal hasn’t responded to one of my emails or messages yet!
