Why does it take paypal so long to review a dispute?

I sold an item on Ebay and someone bought and paid for it with an obvious fake shipping address. I did not send the item and immediately reported it to ebay through MyEbay and said I thought they had been hacked or it was a scam. No response, so I did nothing. About ten days later Paypal sent me a dispute notification from the account holder saying they didn't make that purchase. I responded to the dispute and said I agreed it was likely a scam and I had reported it to ebay, and to let me know what I could do to refund the payment. That was on April 6th. The status is still "Being reviewed by Paypal." Why does it take them so long? I do not seem to have any option to refund the account holder until they finish their review. If I cancel the order through ebay and send the refund through that site, will it sync with the paypal dispute? I have already paid ebay the final value fees.
