why does PayPal think I should pay returns when the company false advertising and sent something totally different its not about money it's about fake companies thanks

PayPal wasn't there when the seller shipped, not there when you received. If PayPal rules your favor, you are asked to return item for a refund and seller loses sale, has to accept return and refund original payment. Split down the middle. This is how PayPal resolves stalemate Not as described disputes when asked to step in. They're not going to let you keep item and the money. If PayPal dispute resolution is not suitable to your needs, you may dispute through your card issuer if that's how you paid, as per "Dispute with us or your card issuer" section in the buyer protection link below as their terms may be broader.

There is a return refund shipping program but you have to register for it before filing a dispute for you to be eligible for coverage on this return:

Keep in mind, PayPal isn't Amazon, not a court of morality over you said, they said. PayPal is also not a retailer but a payment processor who can help facilitate a return process if you received something not as described.

"PayPal does not have any control over the products or services provided by sellers who accept PayPal as a payment method, and PayPal cannot ensure that a buyer or a seller you are dealing with will actually complete the transaction or is authorised to do so."

 

Do your research on a site/merchant before you buy or stick to reputable merchants.

I had a dispute(Done by mistake if you see the buyer note in resolution centre) for refunding the amount of $50. However, at that point of time there were no funds in my PayPal wallet and also I was unable to add funds in Paypal balance as it's not allowed in India. So, I followed the other way to refunding the amount which I did by doing transaction to that person and mark it as a reference by responding to that dispute. The case was resolved and closed on the same day. But again I was charged $50 + $9.44 (Dispute fee) for the same case. I was amazed as what's going on and I was not liable to pay that amount. So, I request to please look into this matter and refund my amount back including the dispute fee. I am not getting help from Paypal help centre neither customer care call support. Please do suggest me what to do. How Can I trust on Paypal if this is the scenario.
