Why does PayPal Not Ask the Buyer’s Side of A Claim?

I am so furious today. I just received a message that Seller responded to a request for info and it is being decided. PayPal has just to ask me for information about this Claim. This involves computer software that I purchased that does not work on my standard Windows 10 computer. Seller made up all kinds of stories about what I did and did not do, mainly untrue. I have records of everything and PayPal only wants to listen to his nonsense.
Am I to understand that this case will be decided without them ever asking me anything? That I will be out $129 because of the lies of the Seller. I cannot even view his latest response in the Resolution Center. What a scam!
