Why cant i open a dispute for an item that wasnt received from depop

I had purchased an item off depop weeks ago and still have not received it. The seller stated that she would issue me a refund but still hasn't and won't reply to my messages. I have tried to open a dispute on PayPal but it keeps telling me that my 'last action could not be completed' when I click on the resolution centre
