Why am I responsible for the postage costs of returning an item?

So I was scammed by a Chinese seller, they sent a completely different and worthless item to what I ordered. Now Paypal tells me I can have a full refund as long as I return the worthless item to China, which will cost about as much as the original transaction. I effect therefore no refund at all. How is the seller not repobsible for the postage when it was their mistake/scam in the first place?
