I send a payment of $700 to someone. They received it and withdrew it from their bank account. So they have the money in person. However, that was a week ago. All of a sudden, PayPal is refunding the 700 and didn’t tell me or the person I sent money to. Why is PayPal refunding me? This money is supposed to go to them.
