I have a number of issues with my PayPal Account.
I have been trying to communicate with someone knowledgeable at PayPal for two months without success. All I get
is automatic messages. I tried to contact PayPal by letter on 9/11/20...no response. I did finally talk with a lady today
at PayPal and she was not capable of helping me.
My problems with PayPal are several and I need to speak with a live person who has knowledge and authority.

If we can't help then your options are.....
Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
