Who pays return shipping fees on damaged items

I paid $180usd for shoes that arrived damaged, I was offered a full refund, but have to return the shoes. The return tracked shipping is going to cost me $120 Canadian dollars. Who is responsible for the return shipping fees

If you go through the dispute / claim route and win then paypal normally tell you to send the item back for a refund.

So in the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
