When can I escalate a dispute to a claim?

PayPal says I have within 20 days to escalate a dispute into a claim, yet when I try to it says "app.messages.buyer.CannotEscalateYet". So, when am I actually able to file for a claim? (I opened this dispute yesterday at around 12pm) But I want to escalate quickly because the seller does not respond to ANYTHING! So I am sure he wont respond to a PayPal dispute too, because of that I want to get this over and done with quickly. Don't want to wait for someone who doesn't respond either way.

You can only escalate after 7 days post payment when you will get the escalate option.
But you MUST escalate within 20 days of opening the dispute BEFORE it times out.
Once its a CLAIM then how long it takes to resolve is dependent on if the seller has provided tracking / if the transaction is international or when paypal review it and make a decision.
Advice is voluntary.
