When can I escalate a dispute to a claim?

PayPal says I have within 20 days to escalate a dispute into a claim, yet when I try to it says "app.messages.buyer.CannotEscalateYet". So, when am I actually able to file for a claim? (I opened this dispute yesterday at around 12pm) But I want to escalate quickly because the seller does not respond to ANYTHING! So I am sure he wont respond to a PayPal dispute too, because of that I want to get this over and done with quickly. Don't want to wait for someone who doesn't respond either way.

I'm pretty sure it's when a seller responds to a message or a couple of days after.

Okay, one last question. Is there a specific amount of days? Or a few days literally means, a few days.

1-4 days depending on how much money I'm pretty sure

Please forgive me for asking so many questions. How long would do you think it would take to make a claim for a dispute, of about $350 dollars. (on an item not received).

Around a day maybe 2, but don't think it would be anymore than 2 days
