When a seller wants to do the shipping as a separate transaction

I am purchasing an transmission. The seller wasn't planning on shipping anywhere, but is willing to ship it. The shipping is 400.00 He asked if he could do the item and the shipping cost in 2 separate transactions. Is that safe to do,. If both are done through PayPal if the item doesn't show up can I get my shipping costs back

Shipping costs are not covered under our Buyer Protection Policy I'm afraid. You would need to pay it all in one transaction in order to be covered.
