What's wrong with Paypal Customer Service?? What happened???

Can someone help me understand what's going on with Paypal's customer service?? 

1.There is NO WAY to reach them by phone and speak with a real person about an open case..... 
Every time I call - they just hang up on me after saying "we can't help at this time" . 

2. The messaging system is NOT working either! Messages dissappear , and those that don't dissappear - NOBODY REPLIES TO THEM!! 

Please advice! 
I really need to speak with someone about an open case ASAP!!

Another member mentioned that Paypal is inundated with complaints.

This would not be the case if they were not making so many erroneous and callous  judgments

on refund claim cases as has happened to many others here.
